End Unlawful Killings and Impunity in South-East Nigeria

Unlawful killings, disappearances, and fear have scarred communities across Abia, Anambra, Ebonyi, Enugu, and Imo. Armed groups, militias, and heavy-handed security operations have claimed lives, destroyed homes, and forced families to flee. For years, almost no one has been held to account. We must act now to end the cycle of violence and restore safety, dignity, and justice.

What’s the problem?

Between 2021 and mid-2023, at least 1,844 people were killed in the South-East. Many were caught between armed groups, state-backed militias, and indiscriminate raids by security forces.

Key impacts include:

  • Killings and disappearances: Whole families mourn loved ones abducted or shot, with no investigations.
  • Displacement: Villages like Agwa and Izombe have been turned into “ungoverned spaces”, forcing people to abandon homes and farms.
  • Children’s rights under threat: Sit-at-home orders and insecurity keep thousands of pupils out of school.
  • Fear and silence: Survivors told us, “The gunmen are not unknown — they live among us.” Many stay quiet out of fear of reprisals.

A call for justice

Authorities at state and federal levels must act to protect lives and end lawlessness.
We are calling on:

  • The Governors of Abia, Anambra, Ebonyi, Enugu, and Imo.
  • Security Agencies (Nigerian Army, Nigerian Airforce, Nigerian Police).
  • The Ministry of Justice in: Abia, Anambra, Ebonyi, Enugu, and Imo

to take urgent steps by:

  • Investigating every unlawful killing, disappearance, or raid — and prosecuting perpetrators.
  • Ending excessive force and ensuring security operations protect civilians.
  • Supporting survivors and displaced families with access to justice, safety, and recovery.
  • Working with communities to prevent further violence and rebuild trust.
